Assessment and Remediation

Environmental Site Assessments (ESAs)
TechLaw has performed over 500 Phase I ESAs for a variety of clients, including developers and industrial companies. TechLaw’s ESAs are conducted in compliance with ASTM standards and include a regulatory and environmental records review, a historical records review, site reconnaissance, interviews with owners and operators, and evaluation and report preparation. Additional tasks include assessment for suspected asbestos-containing building materials and suspected lead-containing paint. We have also conducted Phase II ESAs with site sampling and expanded investigations.

Technical Oversight & Document Review
TechLaw’s expertise assists developers and local entities in coordinating clean-up efforts at Brownfields sites. We help evaluate the remedial alternatives, including the potential for risk-based clean-up; review work plans submitted by remedial contractors; and conduct oversight of clean-up activities. We have conducted more than 325 RCRA corrective action and CERCLA remedial oversight projects, and provided reviews of technical documents, hydrogeological and geological analysis and field oversight support for nearly every aspect of the remedial process, from the review and development of sampling and analysis plans through 5-year reviews. We support EPA CERCLA and RCRA oversight activities at private and federal facilities; remedial and corrective action technical and field support (RI/FS, RD/RA, RFA, RFI, CMS, CMI); sampling, analysis and data management activities; human health and ecological risk assessment; litigation/negotiation support; UXO support; and evaluating and gathering site inspection data for Hazard Ranking System scoring.

Projects

Hunters Point Shipyard
A high-priority Brownfields site for San Francisco, TechLaw provides EPA with technical oversight for all activities related to identifying and characterizing site contamination; assessing risk to human health and the environment; RD; treatability; field sampling; quality assurance; and the monitoring of all contaminated media to ensure no off-site migration of contamination. As a technical team participant, TechLaw reviews documents prepared to support the implementation of land use controls after property transfer, and documents prepared to support the risk management process. We also provide field oversight of remediation, including the collection of split samples and the preparation of field observation reports to describe remedial activities, while regularly attending meetings to provide technical support for EPA.
Redevelopment Corporation
TechLaw provided Site Assessment for the Municipal Redevelopment Corporation, which involved oversight for redevelopment activities taking place at a former gas station located in Washington, D.C. We reviewed the UST Storage Tank Removal and Test Pit Excavation Oversight Work Plan and conducted oversight of on-site activities.
Federal Deposit Insurance Corporation
For the FDIC, TechLaw has conducted Phase I and II activities for a variety of sites located in South Carolina, Massachusetts, Ohio, North Carolina, and Texas. The Phase I assessments have included historical research, site inspections and review of government data reports, and were conducted in accordance with ASTM standards E1527-00 and E158-00.
