We worked with federal, state and local environmental agencies, including technical and legal representatives, to determine if sites could be transferred for unrestricted use, or if they required institutional and\/or engineering controls.<\/p>\n<p>On 43 sites within the base complex, TechLaw oversaw:<\/p>\n<ul>\n<li>soil and soil gas sampling<\/li>\n<li>excavation<\/li>\n<li>post excavation sampling<\/li>\n<li>site restoration<\/li>\n<\/ul>\n<p>The former base is now a mixed-use business park.<\/p>\n<\/div>\n<\/div><\/div><\/div><div id=\"pgc-31-1-1\"  class=\"panel-grid-cell\" ><div id=\"panel-31-1-1-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"2\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t><h3 class=\"widget-title\">Mallinckrodt Chemical Company<\/h3>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<p><strong>Orrington, ME<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone size-full wp-image-676\" src=\"https:\/\/techlawinc.com\/wp-content\/uploads\/2022\/02\/Mallinckrodt-Guiding-Remediation.jpg\" alt=\"Mallinckrodt Chemical Company\" width=\"300\" height=\"333\" srcset=\"https:\/\/www.techlawinc.com\/wp-content\/uploads\/2022\/02\/Mallinckrodt-Guiding-Remediation.jpg 300w, https:\/\/www.techlawinc.com\/wp-content\/uploads\/2022\/02\/Mallinckrodt-Guiding-Remediation-270x300.jpg 270w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>TechLaw is currently providing independent oversight monitoring of ongoing remediation for the State of Maine at one of the largest contaminated sites in state history at a former chemical manufacturing facility on the Penobscot River, near the Gulf of Maine.\u00a0 The years-long discharge of toxic mercury into the Penobscot River from the plant led to fishing bans in that area of the river, while remediation continues.\u00a0 Under the terms of an Environmental Protection Order between the Maine Department of Environmental Protection (MDEP) and Mallinckrodt Chemical Co., TechLaw was retained to monitor and document cleanup activities at the site.\u00a0 TechLaw is overseeing:<\/p>\n<ul>\n<li>Construction operation and monitoring of the wastewater treatment plant<\/li>\n<li>Installation of additional wells for groundwater, soil and sediment sampling<\/li>\n<li>Support for groundwater modeling<\/li>\n<li>Monitoring activities, including groundwater, soil, sediment, surface water, air, and biological<\/li>\n<li>Site preparation\/structure dismantling<\/li>\n<li>Construction of loading facilities for offsite contaminated media, including upgrades of rail lines<\/li>\n<li>Excavation, storage, loading and offsite transport of soil, sediment, and landfill sludges<\/li>\n<li>Stabilization of areas along the Penobscot River and grading of the site post-excavation<\/li>\n<li>Removal and testing of the underground industrial sewer, bedding and surrounding soils<\/li>\n<li>Installation of groundwater capture works<\/li>\n<li>Construction of a new hazardous waste cover system over existing landfills<\/li>\n<li>Erosion and control measures<\/li>\n<\/ul>\n<\/div>\n<\/div><\/div><\/div><div id=\"pgc-31-1-2\"  class=\"panel-grid-cell\" ><div id=\"panel-31-1-2-0\" class=\"so-panel widget widget_sow-editor panel-first-child panel-last-child\" data-index=\"3\" ><div\n\t\t\t\n\t\t\tclass=\"so-widget-sow-editor so-widget-sow-editor-base\"\n\t\t\t\n\t\t><h3 class=\"widget-title\">US Department of Energy Savannah River Site (SRS)<\/h3>\n<div class=\"siteorigin-widget-tinymce textwidget\">\n\t<p><strong>Aiken, SC<\/strong><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-677 size-full\" src=\"https:\/\/www.techlawinc.com\/wp-content\/uploads\/2022\/02\/SRS-Guiding-Remediation.jpg\" alt=\"\" width=\"300\" height=\"171\" \/>The SRS produced radioactive tritium, plutonium, and other special nuclear materials for US defense programs, as well for the space program and medical, industrial, and research purposes for decades. Chemical and radioactive wastes have been treated, stored, and disposed at the facility, leading to soil and groundwater contamination.
