U.S. Environmental Protection Agency Contracts
Remedial Action Framework/Environmental Services and Operations (RAF/ESO) — Remedial Action Framework/Environmental Services and Operations (RAF/ESO) – TechLaw is among a small group of contractors selected for opportunities to support EPA with a wide range of cleanup program services--primarily in support of the EPA Superfund Program. These services include: field work and analytical support; contractor technical oversight of environmental remediation, remedial actions or removal actions; remedy operations, including Long Term Response Actions; and Preliminary Assessment/Site Investigation activities. Through 2021, TechLaw has been awarded more than $45 million in task orders under this contract, making us the largest contractor, by dollar volume, under ESO. TechLaw holds this nationwide contract through 2026.
Environmental Services Assistance Team (ESAT) — Multidisciplinary technical teams perform chemical and biological analysis, Field Analytical Support Program activities, specialized analytical services support and data validation/data review support, review of site-specific quality assurance, site investigation and sampling plans support for the development of new analytical methods, and logistical and administrative functions. TechLaw holds prime contracts in EPA Regions 1, 2, 8, and 10 through 2025.
Response, Engineering and Analytical Contract (REAC) — In a Joint Venture with Weston Solutions, Inc., TechLaw provides expert national logistical, technical and analytical support to the EPA Emergency Response Team in conducting Agency missions under the authority of the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Superfund Amendments and Reauthorization Act (SARA), Oil Pollution Act (OPA), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Clean Water Act (CWA), Clean Air Act (CAA),National Oil and Hazardous Substances Pollution Contingency Plan (NCP), Presidential Decision Directives (PDD) 39, 62, and 63, as well as the National Response Framework (NRF), Robert T. Stafford Natural Disaster Act, and the Federal Emergency Management Act (FEMA). This five-year contract expires in 2027.
Regional Oversight Contract (ROC) — We support EPA oversight and enforcement of both Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Resource Conservation and Recovery Act (RCRA) activities at active, closing or former Federal facilities, including: Base Realignment and Closure (BRAC) installations, Formerly Used Defense Sites (FUDS), and Formerly Used Site Remedial Action Program (FUSRAP) sites. TechLaw holds prime ROC contracts in EPA Regions 2, 4, and 9 and supports Regions 3, 5, 6 and 10 under these contracts.
Superfund Technical Assessment and Response Team (Subcontracts) — We provide technical support to EPA's site assessment activities and emergency response, prevention and preparedness activities. This support includes responding to environmental emergencies, gathering and analyzing technical information, preparing technical reports on oil and hazardous substance investigation, and providing technical support for cleanup efforts. TechLaw holds subcontracts in Regions 1, 6, 8, and 9.
Methods Development, RCRA SW-846 (Subcontract) — TechLaw chemistry experts develop and evaluate methods to identify and characterize wastes, environmental samples, and contaminated materials; produce guidance documents and technical transfer programs; analyze and interpret data; and maintain U.S. EPA’s SW-846 manual. TechLaw has held this EPA Headquarters subcontract since 2010.
State/Local
California Department of Toxic Substances Control — TechLaw provides Potentially Responsible Party (PRP) identification support to DTSC’s Site Mitigation and Restoration Program to assist in the agency’s cost recovery efforts for environmentally contaminated sites.
Illinois Environmental Protection Agency — TechLaw provides daily ambient air filter collection under a U.S. Department of Homeland Security anti-terrorism program. TechLaw is also responsible for maintenance and servicing of Portable Sampling Units (PSUs), which must be available on a 24/7 basis. TechLaw holds this contract through 2030.
Kansas Department of Health and Environment — TechLaw develops human health and ecological risk assessments, reviews human health and ecological risk assessments and vapor intrusion assessments, develops risk-based cleanup objectives, and provides technical meeting support and risk assessment training support. TechLaw holds this contract until 2026.
Maine Department of Environmental Protection — TechLaw was selected to collect field data for injury assessments in support of Natural Resource Damage Assessments (NRDA), when necessary, providing specialized expertise in Upland and Freshwater Wetland, Freshwater River and Stream, Intertidal and Estuarine, Marine and Large Lakes. Field assessment work in these areas may include photo documentation, biological inventories, biological sampling, biological monitoring and sampling water, soil, sediment and waste. TechLaw also provides independent daily oversight and inspection technical support at the Mallinckrodt mercury contamination site along the Penobscot River in Orrington, Maine.
Massachusetts Division of Capital Asset Management and Maintenance — We are pre-qualified in various environmental service categories, including: air quality assessment; facility assessments including environmental due diligence; hazardous materials, wastes, tanks and containers assessments; PCBs assessment; soil, groundwater, sediment, surface water, water and waste water assessments; design and construction administration services; MCP Compliance support; water and wastewater permitting; compliance services including landfill inspections; environmental strategy services; and EHS training services.
New Jersey Department of Law — We provided PRP investigation and evaluation services, including: information compilation, file review and background investigation, title searches, operational history, financial viability assessments, successor evaluations, Ability-to-Pay modeling, property depiction, investigation reports, legal and technical support, and file maintenance.
Utah Department of Environmental Quality — TechLaw provides environmental, scientific and engineering consulting and technical services to the UDEQ Division of Waste Management and Radiation Control. TechLaw holds this contract through 2022.
West Virginia Department of Environmental Protection — TechLaw provides Expanded Site Inspection services at the South Charleston Landfill for the Office of Environmental Remediation, which includes data analysis, data management, GIS mapping, historical research, sample analysis and site characterization.
